A new pilot program from Umoja Health and JPMA is bringing online ordering and home delivery to WIC benefit redemption for the first time through a partnership with The Chickasaw Nation WIC Program — a structural shift that could meaningfully expand nutritional access for millions of low-income families.

Powered by WICShopper Online, the initiative allows participants to browse WIC-eligible foods, build a cart, redeem benefits electronically, and schedule home delivery — without setting foot in a brick-and-mortar retailer. The move addresses a long-standing friction point in the program: traditional WIC redemption requires in-person benefit use, including PIN entry at the point of sale, a model that disadvantages participants with limited mobility, unreliable transportation, or geographic distance from authorized stores.

The Access Problem

The WIC program served approximately 6.8 million participants per month in fiscal year 2025, according to the U.S. Department of Agriculture's Economic Research Service, including an estimated 41% of all U.S. infants. Despite that reach, participation barriers have persisted. Families most commonly cite difficulty identifying approved products on shelf, navigating out-of-stock substitutions, and the social stigma of benefit checkout as top pain points — all of which online ordering sidesteps. Scale and Operator Implications

WICShopper — JPMA's mobile app — is already used by 36 WIC state agencies and Indian Tribal Organizations, serving more than 1.4 million families who engage with the app nearly 7 million times per month. That installed base gives WICShopper Online a credible distribution runway if the Chickasaw Nation pilot demonstrates redemption integrity and participant uptake. For the functional food and fortified product sector, the implications are notable. WIC food packages are specifically formulated around nutritional risk — covering iron-fortified infant formula and cereals, whole grains, dairy, fruits and vegetables, and other benefit-category staples. Broader e-commerce redemption could shift product discovery dynamics, pushing brand visibility upstream into digital interfaces rather than physical shelf placement. Manufacturers and co-manufacturers whose SKUs carry WIC eligibility should monitor whether online ordering accelerates or changes category-level redemption patterns.
